Cat Tail Fail?

How am I supposed to get the CatTail when Kingsisle recently put a barrier off the pond?
I spotted this while doing my crafting quests. It looks like kingsisle blocked this because of the Tunnel cheat discovered.

    I think the sewer glitch has always been there and been no harm, and isn't really done, you just end up there on accident while walking. Maybe Kingsisle blocked it off because of "give me cards and I'll tell you", etc. Its only 1 Cattail, but that is a fail xD
